[BUG] Messages are not blocked while using Venture chat

Describe the bug

Hello, I am using https://github.com/Aust1n46/VentureChat Venture chat plugin and even if I set the control type to BLOCK, the message is not blocked, but the plugin detects the regex, only the message is not blocked by the plugin.

Minecraft version: 1.20.4, Purpur
Velocity version: Velocity 3.3.0-SNAPSHOT (git-8891faa5-b370)

Plugin version: (latest both)
