New project flow is starting on the wrong page

Flow starts when I click "New Project" button (on org Projects page or project dropdown). This page (see screenshot) should be titled "Select a Repo" isntead of "New Project". And the new project flow should not start on this page, it should start on the one that lets you select how you want to start your project (from a github repo, a template, etc).
