Short Description

A single HE explosion deals vastly reduced damage than it should, 2 45mm mortars kill instantly whereas a single 200mm mortar requires 2 shots despite having many times more explosive mass.

HE Fuzes are also terrible and deal horrifically low damage and are ALSO random, which means not only do these setups not always kill, they dont even always hit near the same spot making an APS in this fashion effectively impossible. Stingers also don't always 1 shot hellfires, meaning an APS of that fashion is also near impossible.
