[Feature]: Switch to TS 7.

Problem Statement

The project currently uses an older TypeScript version. We need to migrate the application to TypeScript 7 to stay aligned with the latest TypeScript ecosystem and ensure continued compatibility with modern tooling and dependencies.

Proposed Solution

Migrate the entire project from the current version to TypeScript 7 and make necessary changes

Opened #385 to address this — bumps typescript to ^7.0.0. Verified tsc --noEmit,
npm run build, and confirmed the existing Biome lint findings and lack of test
files are unrelated pre-existing conditions (checked against the prior TS
version). Ready for review. @PinJinx
