[Integration]: Monitor observer preset — spine subscriber for loop analytics

Description

First packaged observer preset: subscribe to spine events, track tool-call counts, step timing, repeated intents, goal-keyword drift signals (feeds Goal drift + schedule SLO) — emit side logs or observer.note / conformance.drift events. Does not enforce policy (observers never block; constraints + egress + escalation playbooks enforce).

Supports the Reference tool-host epic (#12) "after call" analytics path. Register via agent profile observers list.

Repro or pipeline spec (optional)

observers: [{ preset: monitor, config: { log_path: .aura/monitor.log } }]. See aura/ops/README.md op id monitor.loop. Tests with synthetic event feed.
