Lasers can't pass through portals if the laser system is activated before the portal system.

Lasers will not be able to pass through portals in different chunks when the laser system is activated before the teleportation/portal system.
This is caused by this bug: https://bugs.mojang.com/browse/MC-89667

Currently this bug can't be fixed, but restarting the laser system is a sufficient workaround.
