[Bug]: Hullbreakers in a group of 15+ spawning as often as common ocean fish

What had happened?

I just created a fresh minecraft world on 1.20.1 , been looking for the ocean depths cave just to find out about the massive hullbreaker bug , it has an instant respawn in a group of 20 the same hullbreakers around the ocean depths area almost crashing my MC , every time I tried to use the kill command they respawned instantly in the same group of 20 on the same spawnpoints
The peaceful gamemode settings is also useless , not working at all on them
