[Feature]: Set jest as default test framework for generated lib and applications

Context

Jest is our current test recommendation but we do not generate a full setup for new applications and libraries.
We should generate projects, library and applications with a jest setup by default.

Proposal

Add an extra option to disable the jest setup on npm create, ng add @o3r/workspace and generate.
If the repository is already set up for the jest framework but the option to disable jest is passed, raise a warning.
