Add admin utility/warning to indicate if any project is currently being edited

This will help us know if it is safe to restart the server, or if that must be delayed. Can be used to potentially delay automated reboots until it is safe.

Cron job that restart server, does REST check for some variable on the server which knows if a project operation is currently happening.
