Add ability to delete current project version and fall back to previous version

Perhaps a button visible to project owners in the project history table? Essentially expose a delete button in the project history table. If only one version of project, the project is deleted.

If a middle version is deleted, the previous points to the new next (like deleting a node in a linked list)
