What happened?

Silent error for tasks during planning\coding on local ollama

Steps to reproduce

1. Create a task with the Ollama provider on potato PC.
2. Wait for more than 1 minute for it to generate.
3. No error is returned in the frontend logs, and the task is transferred to Human Review.

Expected behavior

1. Getting error in frontend logs
2. Setting for max timeout (hardcoded now STREAM_INACTIVITY_TIMEOUT_MS)

If the planning phase is Complete, but it is not valid, then we also do not receive an error in Frontend, but we cannot run the task.

I did workaround for resume, but I'm not sure if it's correct
