is it possible to use aac_he_v2 (-profile:a 28) on windows?

Hi, I would like to know if it's possible to use aac_he_v2 (-profile:a 28) on windows?
aac_he (-profile:a 4) works fine.

Trying to use aac_he_v2 (-profile:a 28) results in this:

[aost#0:0/aac_at @ 00000213d9750740] [enc:aac_at @ 00000213d9151900] Error while opening encoder - maybe incorrect parameters such as bit_rate, rate, width or height.
