BPs should keep each other informed of the connection details of other BPs
BPs should be able to validate the provenance of a BPs connection details
BP nodes should maintain connection to other BP nodes
- When the BP schedule changes
- When a BP changes their endpoint

Issues in other Repos:

Add support for storing public keys on-chain that will be used to validate a network peer's identity. eosnetworkfoundation/eos-system-contracts#184
