This test normally runs around 35 seconds but it timed out by CICD limits 480 seconds at this faiure:
2097/2097 Test #169: savanna_proposer_policy_unit_test_eos-vm-oc ........***Timeout 480.19 sec

Because it was killed by CICD and it is a unit test, no logs were saved.

I used a script to run the test locally for 8 hours but could not reproduce the problem.

We would enhance CICD to write logs for timed out tests. It will help debug timed out failures. We have two more timed issues:
