Creation of a Reverse API with YARP

As a developer,
I want to set up a reverse API using YARP (Yet Another Reverse Proxy),
So that the application can handle proxying requests to external services or APIs seamlessly.

Acceptance Criteria:

1. YARP is added as a dependency to the project and configured correctly.
2. Reverse proxy routes are defined for specific external APIs or services (Polkadot / PeopleChain / Mythos)
3. Performance and security best practices (e.g., rate-limiting, SSL) are implemented.
