Write a canary deployment strategy document

There is no documented approach for rolling out risky changes (e.g. the new indexer or AI features) to a subset of traffic first.

Proposed approach

Document a canary approach appropriate for the current deploy platform, including rollback triggers.

Acceptance criteria

• Strategy is concrete for the actual deploy platform in use
• Includes explicit rollback criteria
