Add a cost-monitoring dashboard for AWS/Pinata/RPC usage

Problem / Context

S3 storage, Pinata pinning, and Soroban RPC usage all have real costs with no unified visibility today.

Proposed approach

Add a Grafana panel or scheduled report aggregating estimated cost signals from each provider.

Acceptance criteria

• Dashboard/report covers all three cost sources
• Numbers are clearly labeled as estimates with methodology documented
