[Feature]: Consider use of Ruff for Python linting

Describe the feature

Pylint is conventional but not as performant as Ruff. The ROI is not as high as it is with other issues, so this should be considered a lower priority issue.

• .pylintrc rules would need to be transferred and converted
• Dev tooling would need to be updated
• GitHub Actions would need to be updated
• Repo documentation would need to updated
