[Key Vault - Certificates] Verify tool exceptions valid failing in nightly runs #31175

Key Vault - Certificates nightly test runs are failing with:

Error message:
##[error]Error: Unable to locate executable file: 'C:\1ESPT\Oras'. Please verify either the file path exists or the file can be found within a directory specified by the PATH environment variable. Also verify the file has a valid extension for an executable file.

Engineering system issue not related to Key Vault, and this issue doesn't seem to have come up in the past few runs
