APIvIew pipeline show below warning about upcoming change that will break APIView deployment. We should update deployment pipeline to mark deployment jobs as release job.

Job 'Publish_to_Staging' uses the release tasks ["AzureRmWebAppDeployment@4"] but is not marked as a release job. Release tasks will soon be disallowed outside of release jobs. This is currently a non-blocking error (does not break pipeline runs), and will be turned as blocking error by the end of Jun 2025. More details: https://aka.ms/1espt/release-tasks-enforcement
