You must specify the additionalRoleAssignments based on EPAC Environment or use ""to use the same additionalRoleAssignmentsfor all of the EPAC Environments. If the pacEnvironment under deployment is specified in the additionalRoleAssignments, the "" assignments will be ignored.
However, it appears that it is attempting to execute the environment being deployed AND the * for additional role assignments
To Reproduce
Not exactly sure. This was shown to me by someone else. I think it's as simple as configuring an additional role assignment with a * and specific pacEnv and running a deployment for that specific pacEnv. Then review the roles plan and you will see it trying to do two things.
Expected behavior
If a specific pacEnv is listed in additional role assignments and you are planning/deploying for that pacEnv, it should ignore the roles specified in *.
