[Bug]: tcgc: missing clientDefaultValue for nested clients

Describe the bug

For the client hierarchy service->container->blob, the blob clients are missing the clientDefaultVaule for their api version parameters.

Reproduction

tcgc version 0.52.0
build https://github.com/Azure/azure-rest-api-specs/tree/feature/blob-tsp/specification/storage/Microsoft.BlobStorage
