Add admin registry management, in-app gamification toasts, and automatic badge awards.
This PR introduces a new admin-facing agents page with secure server-side gating via ADMIN_TOKEN, live registry browsing, force-offline controls, single and bulk deregistration, and mobile-friendly horizontal table scrolling. It also adds a new in-app notification provider with a simple queued toast system that listens to system SSE events and surfaces level-up and quest-complete feedback automatically.
On the gamification side, this PR adds a dedicated file-backed badge system with automatic awarding for first task, quest mastery, level 10, veteran tenure, and top-earner ranking. The badges API now returns { badges, count }, quest completion now awards XP through a shared completion path, and the agent detail page renders earned badges with hover tooltips.
