Deliverables

• Web dashboard for scan history (FastAPI + static UI)
• BreachDirect org policy profiles (required rules per repo type)
• Slack/Discord webhook on CI failure
• Scan result upload from CI (vaultsweep scan --upload)

Acceptance criteria

• Dashboard shows last 50 scans with severity breakdown
• Policy profile stellar-soroban enforces STELLAR-001 + MNEMONIC-001
• Webhook delivers JSON summary on failure
