Obstruction of creation of small barrels when fence is under them

Having the fence bellow there, invalidates the small barrel creation attempt, removing the fence and replacing the barrel sign with the text "Barrel" creates a new valid small barrel

This works for fences in the relative position range of y = [-2,1] from the sign

Same goes when removing the barrel sign, if there's a fence within the specified range, the barrel will not get deleted.

It's also impossible to access the barrel through the sign whenever this is the case, but that's a nitpick
