divealerts plugin should allow other plugins to show alerts

A listener on the client syde event stream should be setup so other plugins can cause alerts.
Otherwise we end up with plugins for the divealert-plugin.

Maybe it would mean that we had to split the actual display plugin and the thing that creats the alerts (or move the existing alerts into other plugins, like capestatus)
