Can user apply tags on items?

Yes

on messages?

Yes

If yes are tags common to all items type or vocabularies are separated?

Separated by type

Do we need a status on top of tags to indicate that an item as been verified?

Yes and need filters on it

Note

Tags on Items could be used as bookmarks
Tags on messages could be used to add a notion of corpus.
