Bagged buggies on raceday

Due to the recent modification of the bagging rules it appears drivers may inappropriately be required to use bags on raceday. It seems like if there is a minor accident like a cover falling off and a driver is qualified with multiple buggies, they would be required to race in the other buggies with bags.
