chore(verify): clippy and Biome clean on all targets

- allow too_many_arguments on the two harness helpers that take a
  recording's full setup;
- the scripted decoder's AVFoundation-only time helpers are macOS-only, so
  Windows clippy no longer sees dead code;
- suites.json in the repository's Biome format.
