CHiP 0002 without branch; not accurate about implementation

CHiP-0002 doc linked to in README is branchless, can't seem to edit it.

"The Goby team has implemented the methods described above."
is not accurate or at least refers to a non-public / unpublished implementation, afawk.

CHiP-0002 is still in draft status, and changes are frequent, e.g., we just removed transfer & offer-related methods days ago. However, the Goby release takes days to review. We will publish it together when CHiP-0002 is ready for the review status.
