Sea Scourer has no effect

It also has no impact on tar collection, even though that is listed also in the grotto.

This has been dead since 2014.

The Sea Scourers are subject to an effect that causes negative incomes to lower production, like how sponge production slows down to equilibrium with algae production. This has been addressed in my fork of the project, sea scourers will forcibly contribute to residue production and tar removal.
