[soa electrical-connection] messages sent out of order

Currently there is a bug concerning the electrical connection service, where messages are sometimes being sent out of order. This may be solved with a queue but further debugging may be necessary to find out why some of the events are triggered very delayed sometimes and why some messages are being sent twice.
