Hey! I'd like to take on this issue. My plan:

• Implement WeatherDataOracle.ts with real-time data ingestion (5-min updates), 15-day forecasting integration, and weather-based energy pricing logic
• Build WeatherLib.ts with gas-optimized weather operations and production optimization algorithms
• Define clean interfaces in IWeatherDataOracle.ts and shared structs in WeatherStructs.ts
• Add historical weather data storage and event notifications for significant weather changes
• Write comprehensive tests in WeatherDataOracle.test.ts covering data freshness, pricing logic, and event emission
