Description

Add vmxnet3 support for grout.

Context and Use Cases

For Grout to be a ubiquitous DUT, it needs to support as many hypervisor models as possible.
While Xen also supports Virtio, ESXi offers vmxnet3 as a virtual interface.
Not adding vmxnet3 driver is a limitation.
