Uncraftable Grass Mesh #4910

Bug Description
When trying to craft the grass mesh the recipe is different than it usually is. It typically is a 2x2 recipe calling for plant twine and sticks. On my game it is calling for a 3x3 recipe using grass and shafts.
Did this behavior use to work in the previous version?
Yes, but I'm not sure which.
