Don't clear MRC cache during a Capsule Update #1747

The problem you're addressing (if any)
Currently MRC cache is cleared by capsule updates. There's no point in doing that, since the cache is versioned - if FSP is updated in the newer version, the cache will be invalidated either way. Now we have to wait for RAM training every time. A long time, if it's DDR5.
Describe the solution you'd like
Migrate the MRC cache as we currently do with ROMHOLE, BOOTSPLASH, etc.. regions in FmpDeviceSmmLib/Flashing.c.
Where is the value to a user, and who might that user be?
No longer have to wait for RAM training on each update. Especially useful when doing repeated testing.
