If you unassign F11 from Toggle Fullscreen, and assign F11 to Toggle Pseudo-Fullscreen instead, and you launch a game with --fullscreen parameter, you have no way to disable fullscreen without closing the program.
Proposed behavior
If you are in Fullscreen, and you try to go out of Pseudo-Fullscreen, it should take you out of Fullscreen.
The same vice versa (but I have not checked if it is a problem): if you try to exit Pseudo-Fullscreen with the Toggle Fullscreen button, it should exit Pseudo-Fullscreen.
Also, I guess it would be nice if Alt showed you the menu bar (as in other applications such as Firefox), if and only if the Alt key does not have any other effect at that point, such as sending a controller button to a game.
