Fork veda-data-template into Disasters Learning Portal

Summary

The previous forked repo disaster-data from ghgc-data was outdated prior to forking and doesn't contain many of the veda-data-template templates which will be useful for Data Management.

Solution

• Fork the most recent veda-data-template repo and name it disasters-data.
• Add new disasters-data repository to Disasters Learning Portal
• Alert Stephen in Data Services to update the App ID and project ID
• Wait for completion of above tasks and close
