Why are paragraphs which end in a period, question mark, or exclamation mark followed by Right Single Quotation Mark considered unexpected?

For example these 3 on my current output:

...“‘Well, youngster, what are you looking for here?’

...got yourself into a scrape with your meddlesome disposition.’

...“‘I am no beggar!’

Not an urgent issue.
