Should we create a reputation system similar to Stack Overflow?

I like this idea, but I don't like how StackOverflow prohibits you from doing certain things if you don't have a high enough reputation.

Yeh, I've heard this complaint before about SO -- but the thing is, reputation is SO's method of automatically granting priviledges to people. You might imagine the situation where a former student decides to vandal the site by down voting good answers, deleting tags etc. So if you don't want a reputation based system of priviledges, how do you want them assigned?
