evaluate updating to `fuse-overlayfs` v1.13 in build container

Version v1.13 of fuse-overlayfs seems promising, since it includes a performance fix: containers/fuse-overlayfs#402

We should evaluate that with care though, since we've run into surprises before, cfr. #153
