Configuration file with empty lines cause fatal error

An empty line in a ROVER configuration file causes with a decidedly unhelpful error of:

Exception: Cannot parse ""

Empty lines should be ignored, like the comments are.
If there are errors in parsing the config file they should be clearly described.
