Describe your issue.
In mode 4, the Industrial Comparator Switch should receive an incoming redstone signal and, if it matches the settings (on-level) and (off-level), emit a signal at the (power) level.
However, this does not happen at any settings. Obviously, this mode simply does not work, although visually the light indicating signal emission on the comparator lights up.
