Describe requirements

In other 311/Problem Reporting apps there is a concept of 'Popular Requests'. We would like to support similarly and allow users to pass a specific url that would automatically open the app to submit a new request and even allow the user to pre-fill fields in the form based on values passed in the url.

The idea would be similar to url parameters to open the app directly to a specific report, we would want to open the app to a specific layer and the submit a report UI. I am thinking for point layers the user could optionally provide a point location as a url parameter as well. This would set the feature location to this point. In addition, they could optionally set field values so that when the form loads they are automatically pre-populated with the values.

Survey123 offers similar functionality to open the form with questions already populated with the values passed via the url.

Alternatives

Configure unique feature templates and have the user select the appropriate feature template for the popular type.
