Describe the bug

Clicking on Edit feature while viewing comment brings up the parent feature edit form,

Expected Behavior

it should bring up the related record form instead of the parent feature form.

Reproduction Steps & Sample

Test app: https://arcgis4localgov2.maps.arcgis.com/apps/instant/manager/index.html?appid=6af37c89c1134c1785ddee53057be7a4

1. Launch the test app
2. Select a record that has a related record
3. While viewing this pop-up click on the comment to view it (do not click on the Edit button in this step)

4. You should be able to see the related record pop-up
5. Now click Edit button and notice that Manager shows parent feature form here instead of related record.
