By the page's description and the fact you can't enchant Brooms in the Enchanting Table directly, it is intended that the enchantments are only found by trade or by loot.
However the enchantments are not marked as "treasure" (one method to override in each of your enchantments, check Mending or the curses for which one), meaning you can still get them by enchanting Books in an Enchanting Table. Marking them as "treasure" will prevent them from being found in the Enchanting table and still allow them to be found in loot and trades (like Mending and the curses).
PS: Also that latest jar works in 1.19.1 and 1.19.2 so mark it as compatible on Curseforge when you can, so that the launchers can pick it up.
