Promote variables to cluster=True if their dependencies are #286

So we don't accidentally run a cluster=True variable as part of the 'non-cluster' processing.

I've also made the proc-data promotion a bit more efficient, I hope, by walking through variables in graph order, so we can look only at the immediate dependencies of each variable.

Closes #95
