Customized TimeFormat ignored

In german-speaking countries, the date is formatted like "dd.MM.yyyy". I changed the parameter "TimeFormat" in section "DisplayConsole", but that doesn't seem to have any effect. The mail going to the users gets the mail subject still in the predefined format. In Admin's mail, the date is formatted correctly, but that seems to be controlled by the system's time format settings and not by the script itself.

The DisplayConsole is what it means - Console based datetime only (for logs mostly). DateTime is not defined. I guess I need to take a look and expose another parameter for that.
