Payments admin should receive a warning that payments admin cannot change workspace currency.

Proposal

Root Cause: The "Add bank account" flow on the Workflows page is gated by payments-admin access, but the currency page it sends you to requires full workspace-admin access — so a payments admin who isn't a full admin lands on a Not Found page instead of a warning.

On a non-USD manual-reimbursement workspace, tapping Add bank account → Update workspace currency calls confirmCurrencyChangeAndHideModal, which navigates to WORKSPACE_OVERVIEW_CURRENCY. That destination, WorkspaceOverviewCurrencyPage.tsx:72, wraps itself in AccessOrNotFoundWrapper with accessVariants={[CONST.POLICY.ACCESS_VARIANTS.ADMIN]}, which resolves to isPolicyAdmin via canEditWorkspaceSettings (PolicyUtils.ts:1344-1346). Meanwhile the button that starts the flow is gated only on canWritePayments (WorkspaceWorkflowsPage.tsx:745). A payments admin passes the button gate but fails the admin gate on the destination → Not Found.

PR #92787 surfaced this path by rendering the payer/bank-account section for manual-reimbursement workspaces (shouldShowPayer), exposing the pre-existing payments-admin-vs-admin mismatch to this new audience.

What changes do you think we should make in order to solve the problem?

Match the expected behavior in the report ("payments admin cannot change workspace currency"). Before navigating in confirmCurrencyChangeAndHideModal (or before showing the currency-change confirm option), check whether the current user is a full policy admin (isPolicyAdmin):

• Not an admin → show a warning modal telling the payments admin they can't change the workspace currency and should ask a workspace admin, instead of routing to the admin-only currency page.
• Admin → keep the current navigation to WORKSPACE_OVERVIEW_CURRENCY.

This is a frontend-only change scoped to WorkspaceWorkflowsPage.tsx and a new copy string in src/languages/*.

What alternative solutions did you explore? (Optional)

• Relax the currency page's access variant to permit payments admins — rejected: changing the workspace currency is genuinely an admin-only setting, so the page's gate is correct; the bug is that we route a non-admin there.
• Hide the "Update workspace currency" confirm button entirely for non-admins — viable, but a warning is more discoverable and matches the report's expected result.

Full evidence chain

1. Payments admin (canWritePayments=true, isPolicyAdmin=false) opens Workflows on a non-USD manual-reimbursement workspace.
2. shouldShowPayer is true (REIMBURSEMENT_MANUAL), so the payer/bank-account section renders (added by [Payment due @dmkt9] Allow manual reimbursement workspaces to set and use a preferred payer #92787).
3. No bank account set up → the canWritePayments-gated "Add bank account" MenuItem renders (L745).
4. Currency is unsupported → confirm modal with "Update workspace currency" (L754-L764).
5. Confirm → confirmCurrencyChangeAndHideModal() navigates to WORKSPACE_OVERVIEW_CURRENCY (L225-L230).
6. WorkspaceOverviewCurrencyPage enforces ACCESS_VARIANTS.ADMIN → canEditWorkspaceSettings → isPolicyAdmin returns false → shouldShowNotFoundPage → NotFoundPage renders.

Confidence: High — code path traced end-to-end with the access mismatch confirmed at both ends.
