I created a deprecated version of this because we still use this in another deprecated function (buildNextStepNew) from NextStepUtils above. As discussed on Slack, I decided not to migrate that one.

@mitarachim that looks expected. I should be more specific on the test step. I just updated it. On the report page, the expenses are grouped by category and then sorted to show the expenses with violation first. Please retest creating the expenses with the same category. |
